The Japanese Government (Monbukagakusho) Scholarship program is open to students from all countries (including African countries) that has diplomatic relations with Japan. According to the Government sponsored website Study In Japan, "Since inception, over 65,000 students from about 160 countries all over the world have taken advantage of this programme to study in Japan". This scholarship recipients are paid allowances and also exempted from tuition, entrance and examination fees. Awards covering bachelors, masters or doctorate degrees are offered yearly to the following categories of students:
Embassy Recommendation.
Selection in this category is purely from recommendations from the various Japanese Embassies and Consulates in different countries all over the world and the process may vary depending on the countries. Prospecting students are adviced to approach the nearest Japanese Embassy or Consulates in their home country.

University Recommendation.
As indicated by the title, screening and recommendation in this category is done by the individual universities based on inter-university student exchange agreements. Selected recipients are then directly recommended to the Ministry of Education, Culture, Sports, Science and Technology.
Domestic selection.
This category of students are privately-finance students who are already studying(including prospecting students) in Japan. Screening is done through the different universities sometimes based on academic excellence
Recently, the Japanese government and a host of universities have been doing a lot to attract international students and scholars to study and conduct research in Japan. The idea is to help develop international manpower in industry and technology and also contribute in academic advancements in some specific research areas. It is also expected that on completion of their studies in Japan, these graduates and scholars would return to their home countries, not only having acquired knowledge in their chosen fields of studies but they shall return with a little bit of Japan (language, culture and love), which will further build goodwill and friendship between their home countries and Japan.
